Yes, If you plan to travel out side Qatar you need to transfer visa from old passport to new passport.
it's not necessary to transfer your RP from the old to the new passport, but the only issue is that you need to carry both passports whenever you need to travel, it might effect some minor issues that incase if you will have things like the multiple exit or such as. but in general it's not mandatory.
