What are the Visa options available??

Hi Friends.
My cousin was inn qatar 4 months back in visit visa.She got a job in a company.She was told to resign from the existing job at home, move out to process and send work visa.The same was received 2 days before departing she received a mail telling that there is management change and the offer is not valid.she was given permission to board in Qatar in that visa.She got another job but the new company doesnt have a visa.The 1st company not ready to transfer.Since RP is not done given she was given an option of exit and come for another company visa if received any other offer after hunting.
-Can she come agin under visit visa and transferred?
Kindly give some input on this and available options.
