I would appreciate if anyone has the answer to my following questions.

1. If a person is here on a visit visa and it was renewed every moth for 3 months and before the expiry of 3rd month a person received his work visa from the same company that provided him the visit visa. Now the question is can a person leave the country on some emergency matter without completing the work visa formalities like medical, finger prints, etc. Does he need to get a clearance for travelling from his sponsor?

2. If a person leaves the country can he enter again based on the work visa that he has received?

Hi,

I personally recommend to stay untill you get your work visa formalities done.

once you are out, you need visa again to re-enter. There'd be complications, ask your employer for more details.
