Serbisyo Publiko dito sa Doha Qatar

Napag-uusapan na rin lang sa isang thread about kay nawawalang kabayan, post ko lang yung sinend sa akin na e-mail ng kaibigan ko, di pa kasi sya member ng Fil-Expat kaya di nya mai-post. Somehow related sya on what to expect sa mga taong dapat ay sya nating maasahan sa mga ganitong sitwasyon. It goes something like this:

"As an ordinary OFW, I am indeed disappointed sa Welfare Officer dito sa Qatar. Dalawang nakaka-dismayang insidente ang na-encounter ko sa kanya.

Una, tumawag ako sa kanya dahil mayroon kaming kasamahan sa isang organisasyon na dinampot ng pulis at ayon sa pagkakaalam namin eh nasa deportation na. Di namin alam kung ano ang gagawin kaya minabuti ko na tumawag sa POLO, partikular sa welfare officer upang makahingi ng assistance. Matapos kong ilahad ang sitwasyon, ang tanong nya sa akin, "SAAN MO NAKUHA ANG NUMBER KO? SINO ANG NAGBIGAY SA IYO?"

Importante pa bang malaman iyon? At ang tono ay parang iritable na may isang OFW na tumawag para humingi ng tulong!

Pagkaraan ng ilang araw, sinundan ko ang kaso. Ibinigay naman niya ang detalye; mayroon daw dapat bayaran at dapat ayusin na papeles sa deportation office. Magalang ko siyang tinanong kung sino sa opisina ng OWWA/POLO ang pwedeng hingan namin ng tulong para mag-coordinate. Ang sagot niya, hindi na raw kailangan; kami na raw ang lumakad at dumiretso na doon.

Sinabi ko sa grupo na aking kinabibilangan ang aming pag-uusap. Nagkataon na may isang tao sa grupo na kakilala sa kanya dahil laging nasa POLO/OWWA grounds/office ang taong ito at laging nakakasalamuha ang welfare officer. Kinausap niya ito tungkol doon sa kaso. Matapos ang kanilang pag-uusap, sinabi ng welfare officer, "Sige, kami na ang bahala... May tao na tutulong..."

Di na lamang ako nag-react nu'ng oras na iyon dahil ang nasa isip ko ay sige, basta matulungan ung isa naming kasamahan.

Ikalawang encounter. Muli akong tumawag sa kanya, hindi para humingi ng tulong, kundi upang maghatid ng tulong, dahil mayroong isang OFW na gustong magsagawa ng outreach activity para sa mga naka-ditene na OFW sa tanggapan sa OWWA-POLO. Sabado nang tumawag ako. Alam kong weekend, pero mahirap bang sagutin ang tanong ko kung pwedeng magsagawa ng outreach activity? Pero ito ang isinagot niya sa akin: "TODAY IS HOLIDAY. BETTER CALL ME TOMORROW DURING OFFICE OURS."

Isiningit ko na lang kung pwede na lang malaman ilan approxomately ang naka-house na OFW / distressed housemaids/ runaways sa OWWA. Ang sagot nya: "WALA AKO SA OPISINA. DI KO MASASAGOT KUNG ILAN. DI KO ALAM DAHIL PABAGO-BAGO".

Ganito ba ang serbisyo na dapat makuha mula sa isang government official? Do they even have a concept of what PUBLIC SERVICE is? Are they aware that they are PUBLIC SERVANTS and NOT VIP's that the OFW's will fawn to? That they are here to serve and take care of the Filipino workers? Are they aware of the concept of taxes, that the taxes from Filipino people along with with the fees collected from OFW's are the ones that pay their salaries?

I am not demanding she treats each OFW that approaches her like a VIP. I am just expecting her to hold her office in high esteem. The way my encounters with her showed, she is doing the opposite and she is inviting disrespect.

If she could display that kind of behavior to me, how sure could we be that she's not behaving like that to others? And in the case of my colleague in the group finding it easy to ask for her help because they know each other, does it mean that one has to be friends with her or to anyone in her office in order to get the POLO/OWWA's assistance with urgency?
