Accident Insurance

Dear QLer's,

I have a funny and serious situation. My car had met with an accident few months back in August 2014 and I have been running behind the person who has hit my car from behind. Unfortunately I lost the Police Report and I went to the police station to get a copy of the report. Once I got the report I went to the Insurance, they said that at the time of the accident he didnt have insurance. Now Im in a delima as I have renew my istemara. Because of this stupid idiot I cant do it. I tried calling him. My first call he attended and I told him that I will call him when Im in the Police Station. WHen I went to the police station when I called him his phone was ringing and after some time his phone was switched off. Till today His phone is off. Even the cops are trying to call him.

Please advice how can I get this idiot on hand and get my car repaired.
