Have they changed laws re: giving RP to foreigners who buy property here?

I recently heard from a friend that the rules granting a Qatari RP to foreigners who bought property here (like at the Pearl, etc.) were quietly rescinded, so that now you don't automatically get an RP when you buy into those places. You basically have to acquire your RP the old fashioned way -- with a job, or someone else sponsoring you.

Has anyone heard similar? Just curious...
