where i can complient aginst one company

My brother left from his house 2 months back, now he is in Dubai, before he going to Dubai given a authorization letter to me collecting the advance payment amount , now this last two months i am trying to get this amount , every day they are telling tomorrow...., their Boss not in place like this. now i would like to raise a complaint against them, where i can raise this issue?
the company name is Truth Real Estate.
