This rule never works. The Government tries to do good and right things, but people who work under them, most of them are animals, who ruin the name of this country.

* Not all contractors are blood suckers, there are many that look after their labour force, as it is in their interest to do so.
* Some companies, like mine, have already changed the working hours, we deemed it too hot last month to have our men working outside between 11am -3pm so we split the shifts, which is safer in the first instance and more productive. The workers were happy with the arrangements.
timings can be earlier to suit the type of work, availability of concrete etc, other sections have completely switched to night shift
* Our workers are given one day off every week and overtime is optional, it is up to them.
* Our company provides a labour camp, (bult and managed by us) with good standards of accomm, food, with laundry, satellite tv, recreational/sport facilities.(as do other companies I know)
* we expect a days work out of our staff, that is what they are being paid for!
You should also get it straight that salaries are agreed with workers in line with the various country governments agreement and local labour laws. The workers are usually forced to pay agents in their home country,( in other words screwed by their fellow coutrymen) and of course unscrupulous local sponsors also take advantage when they get here.
I am not saying for one minute that I agree with what goes on here between agents and local sponsors, it is nothing more than legalised slavery, however, without following the system there would be no roads, buildings, malls, internet/telephones, water supply, I hope you get the picture !!!!!!
Construction companies win jobs in the main by price, which is calculated out on local market prices (labour costs, materials, fuel, etc..)
Qatar has not yet learned that by bringing in this poorly educated and cheap workforce the work quality is so bad that in the long run it costs them more in maintenance and repair or replacement well in advance of the expected shelf life, just look at the terrible roads here for a good example, laid one month, ripped up the next!
Many labourers/foreign workers in Qatar are poorly treated, low paid with some even being sexually, physically and mentally abused, most of whom do not work in the construction industry.
This is what I know. Labourers are required to work 8 hrs a day + 3 hours compulsory overtime. 6 days a week. when the tender sums are calciulated those are based on the manpoer requirements and the total working hours. Contractors can not afford to slip on the estimates. if they do they have to close shops. In the industry there is a shortage of labour due to various restrictions imposed by the authorities.
We both being in our responsible positions,dont you think contractors are extracting from labourers, contractors have to full fill their obligations other wise they have to pay penalties.
What i mean here is contractors try to reduce the number of labour and try to extract from the minimum possible the maximum out put,dont you think they are squeezing labourers who come for a very small amount compared to others jobs.
Ofcourse they know well how much they will get,which is better than their back home countries.
When we see poor construction labourers and also people working on laying water pipes ,telephone cables, its so horrible.
Now a days we see people around 430 am start working in some construction means the blood sucking contractors will extarct their quote of working hours.
A colleague told me that there is rule or law that when the mercury rises to 50 celsius ALL will be allowed to go home, that is, no work for everybody.
They said this is the reason why even though Qatar is a first world country there are no outdoor temperature monitors because everybody will be looking at them during summer. :)
(Be proud at least back home we have outdoor temperature monitors on major road intersections.)
will they enforce it as strictly as the no working over 50 degree centigrade rule??? officially its never reach 50 degree yet (at least not in 6 yrs while we are here). Strange enough always stop at 49 degree :-)

Yes I agree with you to a some extent but Contactors have to fullfil their contractual obligations to avoid penalties. Think about that angle also.

I think(but not sure) this is only true to construction workers and road labourers that works under heat exposure. Correct me if i'm wrong!
I always look at those poor laborers and feel so sorry for them in comparison with the lifestyles westerners get.
Anything that can ease the working conditions for them is a good thing IMHO.

which should be, coz alot of fatality case reported before due to heatstroke.
you cant buy petrol from 11.30 to 3 pm , or get your car clean, or get your bag load into an aircraft in the airport, etc etc ... :-)
