Rent rise cap set for pre-2005 contracts

The Cabinet yesterday issued Decision No 9 of 2008, stipulating no increase in rents for two years for contracts in force from January 1, 2005 and setting down limits of increase for agreements signed before January 1, 2005.
The twin clauses of the new decision are as follows:
Clause 1
No increase in rents shall be permissible for contracts governed by the provisions of Law No 4 of 2008 and which are in force from January 1, 2005 or those signed after the implementation of the new law. Increase in rents shall be permissible only after the lapse of two years from the date of the implementation of this law in respect of these agreements unless otherwise stated.
Clause 2
The landlord may increase the rent in respect of agreements signed before 1.1.2005 as governed by the provisions of the Law No 4 of 2008.
The increase shall be as follows: 20% per annum increase for rents less than QR2,000 per month; 15% per annum for rents between QR2,000 and QR5,000 per month and 10% per annum for rents between QR5,000 and 10,000 and 5% per annum for rents above QR10,000.

Does this mean that if I start a new contract with a landlord and can prove we was charging a certain amount before me, I can have the rent capped at 5% above the previous rent rate (assuming its over 10,000QR)?

They are helping the poor owners to became Rich... The rich Owners need only 5% rise..LOL forget about tenenats...

What is the thing with 1.1.2005 ...is it somebody's Birthday?

 

 So anybody having rented appartment after 1.1.2005 will have to endure increase of Rent at least 15% on an average!

 

And we have it yet again the lower income group renting appartment below Qr 2000 has to pay the maximum increase percentage (20%)! Bugger me....and I thought  the higher income group had to pay higher.

Owner dose not like to take additional pain …………………..lol

I mean its additional job for them to collect rent from individuals rather than giving to one real state co. / man.Also there are many owners' they have there own office and tenant are approaching them directly then also there rent is not cheap.Rent is  every where high either legal or illegal , broker/ owner ……………………etc.

govt must ban all illegal agents then only the rents will come down as they are sub letting the accomodation and making double profit whereas the qatari gets only half of it,all this illegal agents or brokers are having nos of accomodation and without doing any other job they are making a huge money and we are suffering by paying huge rent,

The original agreement must be transfered to the persons name who is occupying the house so the owner( Qatari) will get good rent for the house and not the illegal broker.

i am still unclear as to renewal of existing contracts. can landlords hike the rent upon renewal?i have made an annual contract starting 2nd march 2008,will the landlord be able to increase the rent next year or not?

The Govt should devise a formula for rent e.g per sq.ft rates depending on localitlies. Putting cap just based on existing rent does not make any sense

govt should also fix the rate as 3BR or 2 BR flat or villa same like barwa for all the private section so that all the hard working asians will get half relief from the rising inflation. govt should seriously think about it.. hundreds of villa and flats are still empty as the owner is asking a company deal or rent 20-25k for 3BR villa and same....
