To my knowledge Ezdan Towers in West Bay has the cheapest pool. It is QR 50 per person, per day. I don't know how much they would charge for young children though.
it really depends on there age... if there old enough to swim around into a bit of deep water.. my suggestion is katara beach.... its 100 QR for adults and something for kids..
not really sure... but its pretty gorgeous down there... they even have water toys for people to play around
