Not technically true - I am on a visit visa, and have a temporary drivers license. It lasts as long as your visa does - if you renew your visa, then you need to renew your temporary license. It may however depend on the country your license was issued in though.

Ask urself... Did u get an Qatari ID when u came down with ur visiting visa? If not, how do u possible think u can get a driving linc. done here in Qatar? but u do have another option, take up a international driving linc. which is valid here for 7days or i think its extented to 14days

You cant have a Driving Licence as you are on visit visa.
But if you have a International Driving Licence you can drive car but u can drive until ur visit visa expiers

Nope. You need to have a resident visa to get a driving license.
