From my understanding, he can get married to anyone he wants but it won't be an offical marriage in Qatar. In other words, military personel are not allowed to marry outside of the Gulf countries. However, some do marry outside the Gulf but that wife will not be able to get Qatari nationality, nor will the children. It could be a perfectly legitimate marriage by, lets say, British or American law but he would have to get SPECIAL permission before it would be offical here in Qatar.
