I hope that those articles that suggested such a solution did suggest also you take a backup of your Windows Registry before you do such a thing. If you did then restore your registry and it will work again.
Deleting the upper and lower values can be done if your CD/DVD Rom can't play certain types of Media such as DVD-R or DVD+R and so. What you applied is not the proper way to fix it.
Now restart your Laptop and see if you can use your keyboard to access the motherboard settings. If you can then the problem is in the software of your laptop. Just format it and re-install the OS again.
I believe that your CD-Rom does not show because of a hardware issue. Try to do that and never modify your registry again without taking a proper backup of it.
