I had a similar experience. I turned up at the trafic department to renew my registration and was told I had a 500 violation. Asking for details, it was in an area of Doha I never travel and on a very recent date when I am sure I was at work. I gave up arguing very quickly and paid the fine - it just wasn't worth the hassle. Checking on the MOI webpage afterwards, I failed to find any record of this incident. I actually suspect that the girl at the police department just made it up and pocketed the money!
