The website I linked to above says the following;

Using cell phones while they are being recharged poses a general and serious danger of electrocution: False

Some cell phone batteries can explode and/or start fires: True

So yes, the website says cell phone batteries can explode, but the attachment is talking about electrocution via the mains and mentions nothing about exploding batteries. So check & re-check your facts, bro.
