Its annoying and a pain. Im blonde and fair skinned and, no Im not being racist, but the majority of the issues of outright blatant staring (like Im wearing nothing at all) is by Indians. Now, I'd like to point out its rarely by business men or Indians of a different 'class'... its labourers or of lower social class. Sorry for being blunt.
Qataris not too much, pretty respectful, Lebanese... well, unless you're in a bar, they're pretty harmless.
They do it with my husband right by me who is about 6'3" and built pretty damn well ... the audacity in just that is crazy. My husband has actually gone after a few.
What I've found that works VERY well.... I throw a fit. Yup... throw a small fit.
Example... Carrefour, walking thru Villagio, etc. I've noticed it more the last few weeks. When there is VERY overt stares ... I literally say in a tone just below a yell which other people very clearly hear "What the hell are you looking at?!?!?!". The guy VERY quickly walks or runs away. I've even done it when driving and my sunroof is open and a whole truck of them ogles like they've never seen a woman. I roll down the window and do the same thing.... Boy, it works.
Its just differences that keep their attention... but they also have to be put in place as to what makes a woman uncomfortable.... it has nothing to do with culture.. its simple respect in ANY country you're in.
