Simply because they should know it is haram? You think that is enough to conclude that it isn't a problem?
Muslims also aren't supposed to steal, commit murder, drink alcohol, and a whole lot of other stuff -- so I guess we should wipe the laws pertaining to THOSE offenses off the books too, huh? Because a good Muslim knows how he/she should behave...and that's enough.

Maybe there are so few complaints of sexual assault because many cultures where Islam predominates penalize the victim instead of the perpetrator. Even if you're raped, in many cultures you're at risk of being killed by a relative because the family's honor has been stained -- despite the fact that you were an unwilling victim of sexual assault.
In terms of equality and women's rights, Afghanistan and the vast majority or countries that are mostly Muslim in population lag far behind the western world. It may be due to culture, not religion -- but the bottom line is that it sucks to be a female living there.
