The 2nd time, my colleague went over, who spoke Arabic, talked to him, came back and told me he didn't want to approach me directly because he'd gotten in trouble for that before. I promptly took out a pen and paper and started to write down his plate # and he very quickly sped off.
It happens everywhere.... atleast here they are more blunt about it.
We're in a great place where this is quite a lot of respect for women (and always the majority of them being locals actually)... the fact that if we are uncomfortable as expats, it is taken seriously and that is done moreso than in any other countries.
