The American universities are tied to their home campus calendars and the need to finish terms by a certain dates to ensure relevant VIPs can attend graduations at both campuses, etc.

ASD roughly follows what a typical American school's calendar would look like. While not having to deal with A and O level exams like UK schools, they have to deal with AP exams, US college applcation deadlines, etc. And any students/staff wishing to take summer school classes back in the US need to be finished up by mid-June.

I don't know why the government feels the need to dictate private school calendars. If they want to control Qatari government schools, go right on ahead. But private schools should be free to set their own schedules (according to the relevant details that affect them), and parents can either accept it or find another school.
