In Islam Muslim men can marry Muslim, Jewish, or Christian women. Only women of these three religions. She does not have to convert, neither before nor after the marriage.
In Qatar, there are additional restrictions in place for the locals (so essentially they are not free to marry whomever they choose). If the woman is not Qatari/Gulf Arab (no matter whether she is Muslim or not), they must first get government approval for the marriage.
