There is no room for refusal so accepting refusal politely does not exist... Anyways, it would have been better to take his no. down there itself and tell him you are calling the police and if he still doesn't accept, actually do so....I am not sure about Qatar but should be almost similar to UAE where he would definitely been taken care of. And I am OK with wtf...no issues, as per me you were very polite even with that...the taxi fella deserved much more..I just wish there is immediate deportation at first complaint with life time ban to return to bring sense to these idiot karwa taxi drivers and things would be alright...they have become just too nasty.
