The ISSUE here is that he was not allowed to leave because he cannot produce the business documents/business iteniraries which the immigration people is asking from him. That's it! if he has documents to show them, then for sure he is already here in Qatar. Don't complicate things. And by way he obtained his business visa is already illegal.
