There's no other way that you could get an NOC but thru your company/sponsor ONLY.
And NOC is not an expatriate's right, it is a privilege. So instead of insisting to your sponsor about your right to obtain an NOC, just speak with him humbly and ask for it in a nice way, that do the trick, well.... sometimes! :)
