if its the owner requirement...he will pay for it or if its your requirement you have to pay for it. simple! not every landlord attest the house contract...it will be asked on random basis while applying for family visa mostly. thus, no landlord will own the expense of 1%...at the end...tenant has to own it as its required for them! i went through this and you dont have a choice.
