On Arival Visa at Dubai for GCC resident Pakistanis

Appreciate it very much if any of my Pakistani compatriot recently visited Dubai from Qatar share his experience about getting the visa on arrival. I have learnt law has been changed and Pakistanis can not get visa on arrival, regardless of their GCC residence and profession. Is this true?

If your profession is Manager or above there wont' be any issue. I went in October and didn't found any difficulty. Thanks
