My friend is in India can we cancel his RP by getting his original ID and Passport here. His Rp is still valid . Actually he got a job in Saudi.

If it is normal case, visa will be expired in 6 months. However special case like blacklisted, will be faced problems.
Cancelling is also possible with the Embassy/consulate of qatar in saudi arabia too. Till then the iqama will not be issued. For better information contact immigration office or any agent.
A person taken exit from oman without cancelling visa did cancellation of his visa in qatar in local oman embassy. I think this is a GCC understanding and will be applicable in these GCC countries.
As per my experience not. I tried for cancelling my wife and kids visa when they were out in the country. Finally I brought them back to Qatar and cancelled. It was happened two weeks before.

Getting passport from India without the person coming here is a CRIME. Chances for passport confiscation by immigration stands. So dont risk. Let your friend come and cancel RP himself and then go Saudi. Or try in Saudi for getting IQAMA without cancelling Qatar RP. Normally Saudi immigration is entirley unique and separate process than other GCC. Saudi doesnt check this at all. Please check this with Jerry Varghese or Creative Enterprises.
yes...u can canxl..But Since he is not here how you can get his passport?For cancelling his visa sponsor doesnt need of passport&ID card..let your PRO to go to immigration and do it.
