Problems with VISA approvals to Qatar

A friend of mine experienced a problem with his finger prints at the MOI despite repeated visits and even with the use of carbon, basically due to some skin problem. He was asked by immigration the authorities to leave the country. Later he was approved of a business visa.Unfortunately upon arrival he was informed that he had been blacklisted (due to the finger print problem)and was not allowed entry to Qatar. Can anybody advise whether his ban could be removed for him to get residency for employment
