No idea about now, but 2 years ago i was able to get visa on arrival in dubai without a problem.
the only problem is here in doha, the airline(qatar airways, don't no if emirates also do) would not allow you to go without a visa.
they only allow me maybe because i was travelling with one engineer and they made me sign a waiver that says the airline is not liable or responsible if ever i'm denied entry to dubai.
Upon arrival to dubai, no problem whatsoever.but to be safe better to have visa before travelling.
I m fully agree with KHATTAK reply, but Dubai immigration is little flexible than other states i.e. Abu Dhabi. I got visa on arrival twice without having a Dr./engineer profession on my Qatar RP. For you I suggest you to obtain a visa before leaving to UAE.
Only GCC Nationals in any case and expatriates having a professinal degree can get an entry visa on arrival to the UAE. Its better to travel via Emirates Airlines and apply for the visa through them. Once you enter the UAE, you wont have any problem for the rest of your life as no matter when and how many times you visit UAE after that, they will just check your travel document in their system and will allow you to enter.
I am not sure, But Professional (Engineer) can get.
and there is one more doubt the resident of the GCC can enter... (but i am not sure weather techinician can get on arrival visa or not) but professional can get visa for 30 days and that can be Renewed for the same period.
