Does a Land Cruiser come with a special permit?

I heard that Toyota and the local traffic dept. paired together to offer limited edition James Bond style "license to kill" permits for all Land Cruisers bought between 2000 and 2012 ...is this true? If so, I want one asap so I can get wherever I want, however I want!
