Isitmara (Car Registration) Transfer Procedure

I have a Question, I found 1 car owned by Qatari National and I want to buy his car. My problem is how and what is the procedure to transfer the Istimara from his name to me? BTW I'm not a Qatari National

I already secure these following documents;
1. NOC (No Objection Letter) From my sponsor to buy a car
2. Copy of my Visa
3. Copy of the Qatari's Istimara

What else do I need to secure and what are the steps?

I asked one of my officemate who's working in HR he said it works like this;

1st Option: Me and the Qatari need to go to Traffic Dept personally to transfer the Isimara.

But the problem is, this Qatari is not always available he is only available thru his secretary, so all transaction must go to his secretary etc etc....

2nd Option: It needs Agency to do that, I just need the form of transfer then the Qatari will sign and me then it must pass an agency to stamp. And I need to pay around 500 QAR

My Question is, what agency and how much really it cost?

No need to go the owner with you you can finsh it if you get all the paper you list and his signture and copy of his I.D card and you can go any traffic department.

when I sold my car (& I am Qatari) to a none Qatari Gentleman, I had to go Khalifa Traffic department with him and did all the papers.

also, he has to bring the car papers and insurance. and don't forget your ID.

I believe that is all.

you have to make evry thing redy go to khalifa trafiic dept and fill the form in one office wich is beside take the registartion and his ID and yours then after you can call him it will take for him only 5 mn but nobody else can go in his place
