Hi, All

there is a car for sale, but its road permit expired on 2010, i planed to buy for me.

somebody says its not possible to transfer until pass the istimara

please give an idea. is it possible to transfer the car to my name without go to pass the istimara?

No, it is not allowed by the traffic department. The seller will have to renew the registration and pay the fines for the late registration. Further, all other traffic violation and fines need to be settled before transferring the ownership of the car.
