There is the Harley Davidson Club in Qatar

There is also a club for Tuk Tuks , but I don't know who runs it.

Why don't you start one for Scooters and Below 250cc two wheelers

Yes, there are. They are of two types. They are those poor guys who deliver orders for food to your doorsteps during rain, sandstorms, under the scorching sun or late at night; and and the other the "Big Guys" driving their shiny Harley - Davidson motorbikes.
