Is all credit card will charges urrency conversion fees?

please let me know whether all credit cards (visa & mastercard) will charge currency coversion fees, if we purchase in other than in Qatar Riyals? I have used my doha bank click card and it is found that for all purhcase in USDollars it is converted to Qatar riyal by 1 USD = 3.71 QR, which mean they charged more than 2% for all transaction.. Is this charge by Visa or bank itself?
