The only place I know which is a full Lebanese restaurant and welcoming for families (and quite good) where you can relax indoors with a Shisha is Layali in a strip mall on the Salwa Road just past the Jarir bookstore.

Go to Souk Wagif for lots of nice cafe/restaurants, which have sisha and are family friendly. You will love it there.

There are plenty of shisha places in Souq Waqif... Or you can try Al Bustan - near the old museum.... Or you should go to Al Saha - very nice there, next to olympic sports, grand hamad street - after the swords
