AT&T and Verizon are telecom companies like Qtel & Vodafone. If you would use the iphone here in qatar then it is best to have either qtel or vodafone lines.
Whenever you buy an Iphone, it should be factory unlocked meaning that whenever you remove it from its box (brand new), you switch it on, plug it with its USB plug to your laptop and open itunes, it will automatically unlock and register at apple. Here you can freely use it and update it whenever you want.
1 - Unlocked means it wasn't factory unlocked but someone already unlocked it, but be-careful because whenever you want to update it, it will lock again.
2 - Jail break is a software that you download it as an application so that you can download whatever application for iphone for FREE
3 - AT & T is a telecom in USA that offers a free iphone for free but its locked so that you cannot use it outside USA (since its free ) and to prevent the mafia from selling it at high prices... but some people are able to unlock them and use them, here you go back to point 1 :)
