Where to have a large banner printed?

I would like to order a large custom-printed banner to hang at the park when my mums group has an event. Any idea on where I can get one? I'm looking for the type that you hang/tie on the fence. By large, I'm thinking maybe 3m long by 1m high or so, though I'm totally flexible on the size.

I am needing to get some promotional bags put together with a 3 colour logo printer on the front. Are you able to do this? If so we are after approximately 800-1500 plastic or brown paper bags with the logo on them.
