if the one that you're talking about is that huge blue pipe you often times see in a road work job, if that's it.. its a discharge hose of a dewatering pump for the excavation.. its not MDPE,HDPE.. without water in it, its flexible..
they are HDPE pipes with blue wrapping to supply water or sewage. depends on the material. cheerS~!
this is kind of pipes called MDPE pipes used to supply potable water to consumers
