Owing to no complusory liquidation law, many many insolvent contracting companies are operating in Qatar, that are virtually destroying off the small small sub contractors and suppliers, with no legal check on them at all.
Insolvent is a company that is having more payables than all of their assets. If somebody has total assets of 1 million and payables of 4 million, then in the accounting term, he is bankrupt or insolvent, because he cannot pay with only 1 million in hand.
