End of Service Benefits....do I qualify?

Good Morning,
I have been in Qatar for a little over 5 years. I am an American working on the military bases for the same company. I will be leaving early next year and I am wondering if I qualify for end of service benefits? What exactly is the criteria of getting the benefit or not getting it? Some have told me that because I receive retirement benefits that disqualifies me, others have said no, it does not disqualify me. Any advice or where I can turn to for assistance?
If you have a Contract from your sponsor here which has been legalized by the Labor Office, then I guess you will be entitled to ESB. Otherwise, no.
Good Day, I am working for a private company based out of Alabama in the US, working as a sub contractor under a DoD Contract on the bases. Of course I have a sponsor but I am not sure if that comes into play or not. Thank you for the response. Some have told me I fall under localized labor laws but I am just unsure. Just trying to prepare for the future.

Second, in your query you have not clarified certain things. Are you working directly under the US government and get paid them? In this case, I don't think you may be entitled to End of Service Benefits (ESB) as per local labor laws. You may or may not get paid according to US laws and your terms of employment with the US government. However, on the other hand, if you were hired by a Qatari company such as a manpower supplier, have a legalized contract from them and were paid by them, then you will be entitled to ESB as per local labor laws.
