Enquiry

My father has passed away in January.Now we are about to leave.But we still didn't get his settlement amount.He had a loan in Mashreq Bank which was insured but now they are asking us 2.500QR for giving clearance saying its the conversion money because their bank is from Dubai.Do we really need to pay?And unless we get this clearance we are not getting the settlement amount.
