Free Visa Female

On an urgent occasion, In the month of November 2018, I brought a female visa for my wife from a Pakistani sponsor.
He charged me QAR 12000 and refuse to give me any receipt for the visa. But I have all the conversations on WhatsApp and emails.
We have finished medical and fingerprint. Now he is refusing to paste the visa.
He has taken all the money upfront stating that he will provide us with NOC and transfer papers but every day he tells us tomorrow, but never pastes the visa.
Can I legally sue him? Will I get my money back?
What steps should I take now?
In addition to the advise by accha, just a quick thought - you should be having the visa number already with you, as your wife might be bringing it with her when entering the country. It may be a 12 digit number.
You may check from the MOI Website and see if you can download a copy of your visa receipt or visa number from there directly. If yes, then your problem might just get resolved.

First of all, why did you need to "buy" a visa for your wife? The system set out by the Qatari government makes it very easy to get a visit or a permanent visa if you meet the requirements. Possibly, you were not meeting the requirements. Also, people running such business will n-e-v-e-r give you a receipt for any payment you make to them. Selling visas is illegal in Qatar and the seller can be in trouble.
Secondly, the seller of the visa is simply acting "dirty" as he wants to get some more extra cash from you. Ask him about it and if it is a matter of say 500 or a thousand riyals more, just pay him and close the chapter. He may demand another 5k. Any amount above 1k would be unfair. Don't give in. If he agrees to to 1k make sure you pay him after he has finished the complete process.
You don't have any "legal"option in your case. You will not get your money back. Send me a PM for any more info.
