Goa (india) community association in Qatar --membership-- how to go about it

I am an Indian from the state of Goa, i wish to enroll as member of Simon D'Silva's, Goan Welfare Association (GWA) in Qatar. Can anyone guide me on that count.

Because i found this news confusing.
The GWA has made an appeal to its members to renew their membership in the organisation. Inquiries could be had from Martin Mascarenhas (6828980).
There is no mention about new membership.
