graphic designer/artist

Guys, here I need help of some graphic designers/artists. I need to make a photo look like a portrait painting. Also this portrait should be printed on the special paper, and enclosed in a frame.
So I am looking for the graphic designer (really creative one!) or an artist, who could do a job.
Any suggestions where it can be done? Or maybe you know someone who can do this job?

fastest go to Kodak shop at Ramada Signal, they got photoshop staff there and full studio set up, they can do the Job in no time

Freelancer can do the photoshop but not the print or frame job and will cost you more and takes longer
