I dont know if they can help you but try CHN universtity Institute section. It is Dutch and Dutch teachers are there. Someone there might help you. It is located in the castle near the hospital.
hi aisha-taweela.. ive my personal reasons why i like to learn dutch.. i actually do have a dvd for learning to speak dutch but i think you will really learn if you know the essentials like grammar, vocabulary, etc.. thats why i wanna enrol in a school or center.. you are from the netherlands right? do you know a center here in qatar where i can enrol? dank u wel in advance..

Why would you need to learn Dutch???? not a usual language to learn. There are also lots of Dutch language lerning programs on the net. Just Google.
