how to get NOC?!

I explain my situation is have been terminated the last month just after completing 1 year with this company wich is blacklisted (still operating but company ID expired and can't be renewed) I didn't get my salaries for months 9, 10 and 11, no end of service also. The 1 month notice period will end by the end of this week. My question is how should I do to get noc from them?! Who can help in this case ?! I have also a loan which can be settled. Thanks
