Why don't you just ask him for the money? You can't stop him from leaving the country. If he splits without paying you, consider it a lesson learned (about "friends" and lending money). I have only lent money to people a couple of times, but always go by the rule, only lend as much as you are willing to lose.
As for the other matters; if it's not your business, stay out of it.
This is a personal issue and you are not representing a bank or financial instituition you have no rights over the guy to stop him from his departure.
About the second one, just dont poke your nose in to others affairs.
