Although the landlord is responsible, it seems with most places maintenace problems falls on deaf ears here. If its an electrical problem, my advise is to get it fixed yourself for your own safety ASAP, you dont want to wait for the landlord....
i think you should shoulder the expense if you want the work to be done quickly, then keep the receipts with you and try to negotiate with the landlord for cash reimbursement, i know both of you will come up into a good agreement on this. good luck

, it is clearly mentioned in all tenancy contract in clause no. 4 ..major maintenance must be done by Landlord.
4. The Tenant for his, part accepts responsibility for the general maintenance decoration and upkeep of the property and except for fair wear and tear agrees to vacate the property in Good, Clean and Habitable condition similar to the state of the property at the commencement of the lease.
