i read on the commercial bank website that non-qataries can own an appartment that has to be 75m2 at least or a peice of land for a villa or a building 400m2 at least and the ownership is for 99 years only and restricted to certain areas (the pearl, west bay and alkhour barwa)

so i guess construction is possible on the property purchased

as for the visa i'm not sure about it
