Needed information..Please help

We planned to start a restaurant and cleared all the required documents but from Labour dept we still not got approval.It almost 20 working days but still its in "PENDING" status..Please help me..What I have to do now? I attached the image .

Howw can I make it approved..Shall I have to meet any higher officials regarding this?Please help me
