Mabuhay po kayo and God Bless.

1)  If ureally want to send it to ur cousin, then ok din.....

No need personal appearance  ... for passport renewal in the Philippines,  you can ask them to renew it using LBC's passport renewal service, or you can ask ur relatives to renew it themselves sa DFA as long as may form ka for passport renewal and gawak ka na lang ng authorization.

( tell them to send u by email or fax nung copy ng form, or search sa mga website ,i know there's one website where u can get the forms )

The process is very easy now, d na katulad ng dati, but they  need to send it back again to Doha , medyo mahal din ang pag send....

2) Easiest way is d2 na lang sa Phil. Embassy, as others have suggested, medyo mahal nga lang ang bayad

Kabayan,

Napaka simple lang ang iyong problema,Ang solusyon dyan punta ka lang sa philippine embassy malapit sa City Center. At magdala ka ng 200 Rials at marerenew mo na yan and at the same day maiuuwi mo na yung bago mong passport.

renew it Phil. embassy...it will just take you lessthan a week  then you can get it. Currently, passports renewal in Phils. takes time..esp. if you live outside manila approx. (more than 1 month) because they're using a new system now (new passport color is brown).
